Where Penlid publishes

Your response is what we believe — but only up to what you asked for. Recording an article as published takes both halves: Publish as below must be set to Published, and your endpoint must answer {"url": "https://…"} — the address the article is now live at — or {"public": true}. With Publish as: Draft we treat whatever comes back as a preview and record delivered_draft even if your response says public, because you told us this destination does not publish. Anything else, including a bare 200 with no body, is delivered_draft too: we handed it to your endpoint, and we won't claim it went live until your endpoint says so.

Approved drafts stay in Penlid for you to copy out. Nothing is sent anywhere, and nothing is measured — the ledger needs a published URL to compare against.
